An ozone liquid generation device is provided with: an ozone generating mechanism (101) for generating ozone gas by using a gaseous body containing oxygen; a gas-liquid mixing mechanism (102) for generating ozone liquid by mixing the ozone gas with a liquid; a liquid storage tank (103) for separating the ozone liquid into gas and liquid; and a circulation path (A) for circulating a gaseous body between the ozone generating mechanism (101), the gas-liquid mixing mechanism (102), and the liquid storage tank (103). The ozone generating mechanism (101) contains an ozone generating electrode (2) in which a cylindrical shaft (21) formed from a metal body and a hollow tube (23) formed from a dielectric body are arranged on the same axis with a space between the outer circumference of the shaft (21) and the inner circumference of the hollow tube (23). In the ozone generating electrode (2) the aforementioned space functions as a discharge space (24), and ozone gas is produced as a consequence of the gaseous body containing oxygen passing through said space.
