<P>PROBLEM TO BE SOLVED: To provide an excellently salt tolerant oil-in-water emulsion cosmetic capable of easily producing a system wherein a di-long chain cationic surfactant is formulated without using high-pressure emulsification and the like, and capable of stably maintaining transparency of the system over a range from low temperature to high temperature. <P>SOLUTION: The transparent oil-in-water emulsion cosmetic includes (A) 0.01-1 mass% of the di-long chain cationic surfactant, (B) 0.01-2 mass% of a nonionic surfactant having a sterol backbone with an HLB of 10-18, (C) 0.01-1 mass% of an oil that is liquid at room temperature, (D) 0.1-10 mass% of a specific alkylene oxide derivative (for example, POE(14)POP(7)dimethyl ether or the like), (E) 0.1-20 mass% of a 1-3C monohydric lower alcohol, and (F) water; and a mass ratio of the compounding amount of the component (C) to the total compounding amount of the component (A) and the component (B) is 0.60 or lower.
