<P>PROBLEM TO BE SOLVED: To effectively achieve secondary use of a frequency band (spectrum). <P>SOLUTION: The communication device makes a request to a permission node, which has authority to permit secondary use of a part or the whole of a frequency band assigned to a first communication service, for grant of authority to permit the secondary use.
