<P>PROBLEM TO BE SOLVED: To provide communication system, communication device and communication method, enabling communication device groups having different communication speeds to communicate through a common communication line. <P>SOLUTION: In regard to dominant information transmission, after outputting a pulse signal having a pulse width Tp smaller than a one-bit information transmission time Tb, each ECU in the communication system outputs no signal. Each ECU in a first group and a second group having different speed is connected to the common communication line, and information transmission is made with deviated timing so that in a period when an ECU in one group does not output a pulse signal, an ECU in another group outputs a pulse signal. The transmission period Tb2 of the second group is set to be a natural number multiple of the transmission period Tb1 of the first group.
