<P>PROBLEM TO BE SOLVED: To suppress a processing load in performing encoding by using motion information of an adjacent block. <P>SOLUTION: A combined motion information candidate list generation unit 1100 generates a motion information candidate list in which respective motion information included in each of a plurality of blocks spatially or temporally adjacent to an encoding target prediction block is registered as motion information candidates. A prediction error encoding unit 103 calculates a prediction error signal of the encoding target prediction block and encodes the signal, by using a motion information candidate selected from the motion information candidate list as motion information of the encoding target prediction block. A motion information encoding unit 110 encodes an index indicating the motion information candidate selected from the motion information candidate list.
