PURPOSE: A USIM(Universal Subscriber Identity Module) card driving method with a tag function for recognition and a device thereof are provided to comprise an interface which controls operations for each module in a USIM card, thereby recognizing a user in mobile communication environment and recognizing a resident in a specific area. CONSTITUTION: An interface unit(210) forms an interface with a terminal in response to an operation mode of the terminal. A module driving unit(220) processes a process in response to the operation mode by recognizing the operation mode of the terminal and driving a module corresponding to the operation mode. The module driving unit recognizes the operation mode by sensing a power state which is inputted from the terminal.
