PURPOSE: A method for treating the rusted surface of a steel material is provided to remove rust on the surface of the steel material and restrain the generation of the rust. CONSTITUTION: A method for treating the rusting surface of a steel material includes: a primer spreading step(S101) of spreading a primer on the rusting surface; a drying step(S103) of drying the primer; and a paint spreading step(S105) of spreading a paint on the surface on which the primer is dried.
