Disclosed are a resource reconfiguration method and system, the method comprising: according to a reconfiguration control decision, a base station transmits a resource reconfiguration command to a terminal having the measurement capability, and instructs the terminal to measure and report; the terminal conducts reconfiguration measurement according to the received resource reconfiguration command, and reports the reconfiguration measurement result; the base station reconfigures the resources based on the received reconfiguration measurement result. The resource reconfiguration technology of the present invention ensures the success rate of the resource reconfiguration in a cognitive system, and effectively improves the resource utilization ratio.
