PURPOSE: A data call access control system and a method thereof are provided to determine data call access according to the threshold excess of the measured voice call quality by measuring quality for the confirmed voice call. CONSTITUTION: When data call access is tried for a terminal device, a state confirmation unit(210) confirms a voice call access state for the terminal device. When the voice call access state of the terminal device is confirmed, an access control unit(220) measures downlink transmission power for the connected voice call. The access control unit restricts the data call access according to the threshold value excess of the measured downlink transmission power. The access control unit sets the threshold value by a correcting value according to the interference of a handover area for a maximum value of the determined downlink transmission power.
