The device (D) has controls for operating an electrical element arranged in shape of an alterno-starter (AD) that is coupled to a crankshaft (VB) of a heat engine (MT). The controls operate another electrical element arranged in shape of a starter to be coupled to a driving wheel (VM). The electrical elements are controlled by the device so as to rotate the engine when a vacuum pump (PV2) and/or the engine are impossible to operate, so that the engine operates another vacuum pump (PV1) while prohibiting coupling of a gear box (BV) with the engine.
