<P>PROBLEM TO BE SOLVED: To solve the problem that there are cases that other speaker participates in conversation with other transmission terminal under the conversation at two bases, or a speaker who uses an arbitrary transmission terminal under the conversation leaves the conversation under the conversation at many bases, in such cases, inequality occurs in billing if communication fees from the start to the end of the conversation is uniformly billed to the speakers nevertheless there is time when they do not participate in the conversation. <P>SOLUTION: The total participation fees for participating in conversation are calculated for every user by calculating the total participation time for every transmission terminal (S32), calculating participation fees for every transmission terminal (S33), and totaling the participation fees of the transmission terminals which the same user has (S34).
