PROBLEM TO BE SOLVED: To increase the stability when a secondary battery cell is fitted to a secondary battery device constituted by combining the plurality of secondary battery cells.

SOLUTION: A first remaining capacity acquisition part 510 acquires the remaining capacity of remaining secondary battery cells from a remaining capacity meter for secondary battery cell with one of the plurality of secondary battery cells removed. A second remaining capacity acquisition part 520 acquires the remaining capacity of a secondary battery cell to be attached at the removal position from a remaining capacity meter for secondary battery cell. A charging/discharging control part 530 make a charging/discharging circuit 250 of the secondary battery device 100 charge or discharge the remaining secondary battery cells so that the remaining capacity acquired by the first remaining capacity acquisition part 510 corresponds to the remaining capacity acquired by the second remaining capacity acquisition part 520.
