PURPOSE: A method for determining a protrusion value of a block of a video frame encoded in data stream with block-wise and a device thereof are provided to extract saliency information from a compressed video, thereby creating a saliency model of low calculation expenses. CONSTITUTION: A saliency value determination device determines coding expenses of a transformed residual of a block by using a processing unit. The saliency value determination device determines a saliency value by using the determined coding expenses. SSC(Spatial Saliency map Computation) and/or TSC(Temporal Saliency map Computation) are computed from usable information of ICS(Incoming Compressed Stream) without decoding an encoded video in the ICS. A block size is used for determination of the saliency value. |
