<P>PROBLEM TO BE SOLVED: To reduce redundant equipment in an active system and a reserve system as much as possible. <P>SOLUTION: An interface card 10 terminates a physical layer. A slave card 40 exchanges data with a host device via the interface card 10. Transmission path termination cards 20, 30 terminate a data link layer. A synchronization part 23 synchronizes setting information for communication with the transmission path termination card 30. A notification part 24 transmits a notification signal indicating that its own card is a reserve system to the interface card 10 and the transmission path termination card 30. A notification part 34 transmits a notification signal indicating that its own card is an active system to the interface card 10 and the transmission path termination card 20.
