<P>PROBLEM TO BE SOLVED: To additionally reduce a bit rate while suppressing deterioration in image quality, in an image transmission apparatus applied to a home security system or the like. <P>SOLUTION: With respect to image information of an input image, the image transmission apparatus separates image information of an area to be monitored which is important as a monitoring object from image information of an area not to be monitored which is not important as a monitoring object.
