<P>PROBLEM TO BE SOLVED: To obtain a swirl plate having light weight and low material cost. <P>SOLUTION: The swirl plate 14 is constituted of a substantially disc-shaped plate part 21 and a plurality of fins 22 which are erected substantially vertically with respect to the plate part 21, and regularly arranged in the circumferential direction of the plate part 21. The plate part 21 is constituted of a plurality of divided plates P which are divided in circumferential directions, and the fins 22 are protruded from one-side ends in the circumferential directions of the respective divided plates P, and folded substantially vertically with respect to the divided plates P at their bases.
