<P>PROBLEM TO BE SOLVED: To provide a yarn piecing device by which the number of parts and the size the device are reduced, and a yarn winding device provided with the yarn piecing device. <P>SOLUTION: A splicer 8 for piecing yarn ends to each other is provided with: a stepping motor 24; a cam mechanism 60 driven by the stepping motor 24; operation mechanisms 70 and 80 whose operations are controlled by the cam mechanism 60; and a single twisted coil spring 25 urging the operation mechanisms 70 and 80 to come into contact with the cam mechanism 60. The operation mechanism 70 includes at least one of: a yarn handler mechanism 70A pulling the yarn end; a twist stopping mechanism 70B holding the yarn ends when the yarn ends are twisted; and a joint length adjusting mechanism 70C adjusting a joint length of the yarn ends.
