<P>PROBLEM TO BE SOLVED: To manufacture polyurethane foam having excellent hardness and also having excellent tensile strength and excellent wet heat compression property which generally conflict with the hardness. <P>SOLUTION: A polyol composition contains polyol (A) and organic solid (B), wherein (A) contains the following polyol (a) and (B) is dispersed in the polyol composition. Polyol (a) is a polyoxyalkylene polyol that is an alkylene oxide adduct of an active hydrogen-containing compound (H), in which at least 40% of a hydroxyl group positioned on a terminal is a primary hydroxyl group-containing group, and in which a hydroxyl value x, a total unsaturation degree y, and a content of ethylene oxide z satisfy formula (1): (1) y≤28.3×x<SP POS="POST">-2</SP>×(100-z)/100.
