A resin substrate (101) having built-in components is provided with: a resin structural body (1), which is formed by laminating a plurality of resin layers, and has an end surface that surrounds the outer circumference of the resin structural body; and a plurality of built-in components (3), which are disposed by being embedded in the resin structural body (1). The built-in components (3) include a first built-in component (31) and a second built-in component (32). In planar view, the first built-in component (31) has a first outer side (61) along an end surface (5) closest to the first built-in component (31). In planar view, the second built-in component (32) has a second outer side (62) along an end surface (5) closest to the second built-in component (32). In planar view, the first outer side (61) is diagonal with respect to the second outer side (62).
