PURPOSE: A method for providing a video advertisement by using position information of a scroll bar and a device thereof are provided to transmit the video advertisement according to a video advertisement play request from a user and to play the video advertisement only when the video advertisement is exposed to the user. CONSTITUTION: When a link corresponding to advertisement exposure position information in a webpage is clicked, a client transmits a video advertisement transmission request to an advertisement server(S202). The client extracts information about the position of the webpage in which an advertisement is exposed(S204). Position information of a scroll bar is inputted to an advertisement module of the client(S206). If the position information of the scroll bar is matched with the advertisement exposure position, the client requests the transmission suspension of video advertisement data to the advertisement server(S208,S210).
