PURPOSE: A manufacturing method of a plastic filter housing including a porous metal hollow fiber filter medium and a vessel ballast water treatment apparatus including the same are provided to have high bond strength at the connected surface of a metal hollow fiber and plastic, to maintain the bond strength for a long time without making cracks, and to maximize the bond strength in case a specific arithmetic average roughness value is applied to the surface of the porous metal hollow fiber filter medium. CONSTITUTION: A manufacturing method of a plastic filter housing includes a step of applying surface roughness to the connected surface of a porous metal hollow fiber filter medium which is connected to the plastic filter housing and a step of heating the connected surface at the temperature of a following relative formula 1 and connecting the plastic filter housing and the porous metal hollow fiber filter medium. The relative formula 1 is 'a plastic decomposition temperature(>=) < a heating temperature(>=) < a temperature(>=) at which bubbles are generated on the plastic'. The plastic is PVC or acryl. A arithmetic average roughness(Ra) of the surface roughness is 50-250 micro m. In the connecting step, a cooling process is simultaneously performed at a temperature below a resin melting point.
