PURPOSE: A memory system including a nonvolatile memory device and an operating method thereof are provided to improve the reliability of data by preventing the data from being read in a data region in which a fine program is not completed. CONSTITUTION: A nonvolatile memory device(120) includes a memory cell array with a first memory region and a second memory region. A memory controller(110) controls the nonvolatile memory device to store data from the outside in the first memory region and to program the stored data in the second memory region according to a coarse program operation and a fine program operation in a write request. The memory controller controls the nonvolatile memory device to access one of the first memory region and the second memory region by referring to a fine program flag to indicate the completion of the fine program operation in a read request.
