<P>PROBLEM TO BE SOLVED: To provide a method of producing an optical fiber preform at low cost by preventing manhours from increasing, and to provide a method of producing an optical fiber using the same. <P>SOLUTION: The method of producing the optical fiber preform 10P includes: a preparation step P1 of preparing a glass-made intermediate preform19P; and a boring step P2 of boring a hole on the intermediate preform 19P with a drilling tool 50.
