<P>PROBLEM TO BE SOLVED: To easily and highly accurately achieve safety confirmation of residents. <P>SOLUTION: In a system for achieving safety confirmation of residents without making the residents perform any special operation such as transmission of a signal or invading privacy of the residents, a vibration sensor is used, and the vibration sensor is installed in a water storage tank of a toilet or piping connected to the water storage tank so that it is possible to determine whether or not the residents are living a normal daily life from vibration caused by a flow of washing water. Therefore, washing of a toilet that is necessarily used every predetermined time is detected as long as the residents are living a normal daily life, so that it is possible to achieve highly accurate detection. Since it is not necessary to alter any apparatus or piping unlike the case of detecting a lever operation or a water flow, it is possible to easily achieve installation of a sensor. Furthermore, when the toilet is used even only once within four time zones, that is, morning, afternoon, evening, and night, it is determined that the residents are living a normal daily life.
