<P>PROBLEM TO BE SOLVED: To improve digital content quality. <P>SOLUTION: An image processing apparatus 100 in one embodiment generates quality information related to digital content quality from a digital content, and buries the generated quality information into the digital content using an electronic watermark technique. For example, when the digital content is an image and lossy compression processing is executed on the image, the image processing apparatus 100 generates missing information lacked by the execution of the lossy compression processing, from a second point having deteriorated image quality than a first point of the image after the execution of the lossy compression processing.
