<P>PROBLEM TO BE SOLVED: To provide a developing device that prevents a decrease in image density even if a developer carrier wears over time, and an image forming apparatus including the developing device. <P>SOLUTION: A developing device 4 includes: a developing roller 23 that has recesses and protrusions formed regularly on a surface, and rotates while carrying developer to convey the developer to a developing area opposite to a photoreceptor 2; and a toner layer regulating member 24 that regulates the developer on the developing roller 23 to regulate the amount of the developer to be conveyed to the developing area.
