There is provided a vehicle spot lamp control device (150). The device includes: an object position acquisition section (156) configured to acquire a position of an object existing in front of a vehicle; and a lighting controller (154) configured to control a light irradiation of a vehicle spot lamp (10) mounted in the vehicle, wherein the vehicle spot lamp (10) is configured to emit light toward a front area of the vehicle and to change a light irradiation direction and a light irradiation pattern of the emitted light. The lighting controller (154) is configured to control the light irradiation of the vehicle spot lamp (10) such that the vehicle spot lamp (10) emits the light toward the object while changing the light irradiation pattern of the emitted light.
