PURPOSE: A watermark relay device for efficiently transmitting information, a method thereof, and a system thereof are provided to combine two or more algorithms which show excellent performance for specific environment, thereby improving the performance in various environments. CONSTITUTION: A first watermark detection unit(104) receives an input signal(102) which includes contents and a first watermark from a first terminal. The first watermark detection unit detects the first watermark from the input signal. A watermark conversion unit(106) converts the first watermark into a second watermark. The watermark conversion unit changes the setting necessary for the conversion and insertion of the second watermark. A second watermark insertion unit(108) outputs an output signal(112), which includes the second watermark, to a second terminal. The first watermark and the second watermark have a different environment feature for content.
