The method involves placing ionomer diaphragm and catalyst coated substrate (CCS) within a vacuum container. The vacuum container is evacuated with a pressure level below 10000 Pascal. The ionomer diaphragm is laminated with CCS for cooling the MEA and ventilating the vacuum container. The vacuum container is formed with bag made of polymer film or polyimide film. Independent claims are included for the following: (1) MEA; and (2) heatable stamper.
