[Problem] To reduce the amount of filling in a decomposition catalyst in an ammonia decomposition device by a method that produces the hydrogen that is supplied as a combustion improver in an ammonia combustion engine from ammonia. To provide a method for producing hydrogen from ammonia that can maintain hydrogen production efficiency, reduce the production costs for hydrogen, and by extension achieve operation of an ammonia combustion engine smoothly with extremely good efficiency and at low cost. [Solution] Provided are an ammonia decomposition device the produces hydrogen as a combustion improver and an ammonia oxidation device that reacts some of the ammonia introduced with oxygen through the use of an oxidation catalyst, causing combustion, to supply the heat necessary for an ammonia decomposition reaction. The amount of ammonia and amount of air introduced into the oxidation device are controlled according to the inlet temperature for an ammonia oxidation catalyst layer, and the ammonia decomposition rate in the ammonia decomposition device is set at 40 - 60%.
