PURPOSE: A cluster in powder makeup cosmetic composition and a method for manufacturing the same are provided to enhance coloring ability and molding stability, and to ensure visual differentiation. CONSTITUTION: A method for manufacturing a cluster in powder makeup cosmetic composition comprises: a step of preparing a powder semi-product; a step of preparing a cluster semi-product; a step of mixing and dispersing an aqueous binder in the cluster semi-product, and preparing a cluster mixture; a step of molding the cluster mixture, and preparing a cluster; and a step of mixing the cluster with the powder semi-product, and molding by compression.
