Disclosed are a user migration method and device, which relate to the technical field of communications, and are invented to avoid service loss during user migration. The method comprises: receiving a service request sent by an MS, the service request comprising a TMSI; determining, according to the TMSI, an original MSC registered by the MS; judging whether a service overload indication or a fault indication sent by the original MSC is received, and if a service overload indication or a fault indication sent by the original MSC is received, modifying the TMSI in the service request; and sending the modified service request to a new MSC, so that the new MSC performs registration and service request processing on the MS according to the modified service request. The present invention is mainly applied to the field of network control.
