<P>PROBLEM TO BE SOLVED: To provide a message transmission device which can distribute a message by individually specifying a reception device from a broadcaster without using an IC card. <P>SOLUTION: A message transmission device 1E comprises: individual identifier registration means 10C which writes and stores an individual identifier for identifying a message reception device in identifier storage means 14B; specified identifier acquisition means 21 which acquires a specified identifier generated by a broadcaster from an identifier management device and writes and stores the specified identifier in the identifier storage means 14B, for the individual identifier; and specified identifier notification generation means 162 which generates and transmits a specified identifier notification which is addressed to the individual identifier and includes the specified identifier corresponding to the individual identifier as contents, as an individual message.
