An electron photosensitive conductor of the present invention is provided with a cylindrical base and a photosensitive layer formed on the cylindrical base. The photosensitive layer has at least a photoconductor layer provided on the cylindrical base, a charge injection stopping layer formed on the photoconductor layer, and a surface layer formed on the charge injection stopping layer. The charge injection stopping layer includes at least one of nitrogen and oxygen, and includes carbon and a representative element in the Group 13 elements. The included amount of at least nitrogen and oxygen included in the charge injection stopping layer is less on the surface layer side than on the photoconductor layer side. |
