PROBLEM TO BE SOLVED: To provide a cosmetic polymer composition having good dispersibility and handling properties of a touch-improving polymer used in a detergent to be applied to hair and skin, and a detergent composition which excels in detergency and foaming power and has good touch and a conditioning effect. SOLUTION: The cosmetic polymer composition comprises a cationic group-containing copolymer (A) obtained by radical polymerization of at least one specific nonionic group-containing vinyl monomer, at least one specific cationic group-containing vinyl monomer, and at least one crosslinkable vinyl monomer having at least two groups selected from a vinyl group, an acryloyl group, a methacryloyl group, and an allyl group in the molecule as the essential constituting monomers, a compound (B) represented by the formula: RO-(AO)<SB>m</SB>-H, and a glyceryl ether (C) having a 4-12C alkyl group or an alkenyl group with a content of the component (C) of 30-80 wt%.
