PURPOSE: A cheating declaration system, a method thereof, and a recording medium thereof are provided to declare the cheating in various companies or institutions by using a declarer client of an application type, thereby maximizing anonymity guaranteeing effect of a declarer. CONSTITUTION: A declarer client connection module(102) receives cheating declaration from a declarer client. The declarer client connection module transmits measure result contents information, which is received from an institution client, to the declarer client. An institution client connection module(104) transmits declaration contents information, which is received from the declarer client, to the institution client. The institution client connection module receives a measure result from the institution client. An application management module(108) manages cheating declaration application downloading of the declarer client.
