PURPOSE: A system access method and device of a narrowband terminal in a wireless communications system are provided to enable coexistence of a wideband terminal and a narrowband terminal in a system. CONSTITUTION: A base station controller(1208) performs settings for L-subframe/N-subframe, sub-bands for L-UE(Low-end User Equipment), etc. by considering the number of L-UE and N-UE(Normal User Equipment) desired for supporting in a system and considering available resources in the system and each sub-band. The base station controller generates control information or data for the L-UE by controlling an information generator(1220). The base station controller controls an encoder(1210), a modulator(1212), and an RE(Resource Element) mapper(1214) according to a channel coding method, a modulation method, and a time-frequency resource mapping method, etc., respectively, which are defined for a physical channel to be used for sending. The information generator is composed of an MIB(Master Information Block) generator(1200), an L-MIB generator(1202), a DCI(Downlink Control Information) generator(1204), a data generator(1206), etc., in detail.
