The device i.e. offset bracket (1) has a strip (3) provided with a tensioner (5) at a flexible end (35), and a latch (7) for locking a free end (37) of the strip. The free end of the strip is passed through an opening of the tensioner so as to form a ring whose opening diameter varies from a position in which the device is spirally wound, where the ring has a minimum outer diameter and a predefined maximum opening depending on the length of the strip. The strip is equipped with locking elements such as grooves or teeth, intended to cooperate with the latch.
