<P>PROBLEM TO BE SOLVED: To allow the production of metallic sodium to be alternative energy of fossil fuel by using energy heat-accumulated in waste seawater while maintaining cooling effect, wherein the volume of five Tokyo Domes of seawater per day is raised in temperature by 7°C for obtaining electric power of 1 GW by one nuclear power unit, and is discharged to the sea, this effect of large amount of high-temperature water on fish and shellfish and weather is immeasurable, and it is uneconomical not to use the medium accumulating the abundant heat. <P>SOLUTION: A small tube in a condenser through which cooling seawater flows is divided into two upper and lower systems. The velocity of saline water flowing in the upper small tube is lowered to increase a heat storage to the seawater so that high temperature seawater is created, and distilled water and concentrated saline water are efficiently recovered. Alternatively, the velocity of saline water flowing in the lower small tube is increased to increase a circulation discharge water amount so that efficient cooling is performed, and it is discharged to the sea.
