PROBLEM TO BE SOLVED: To evenly and entirely heat a radiant tube burner without flame-off in the radiant tube burner.

SOLUTION: When starting up, an oxidant gas Y is supplied to a combustion region R1 only from an internal burner 3, so that a warm-up operation in which combustion gas G is discharged from all of air passages 8 is performed.
