<P>PROBLEM TO BE SOLVED: To provide a cleaning device and an image forming apparatus capable of suppressing degradation in the cleaning property of the entire cleaning device caused by collapse of bristles of a cleaning brush member. <P>SOLUTION: The cleaning device includes: a first cleaning brush member, which removes a normally-charged toner on a rotatable cleaning object; first voltage application means for applying voltage in the reverse polarity to the first cleaning brush member; a second cleaning brush member, which is disposed upstream the first cleaning brush member and removes a reverse polarity toner on the cleaning object; second voltage application means for applying voltage in the normal charge polarity to the second cleaning brush member; a third cleaning brush member, which is disposed upstream the second cleaning brush member and removes a normally-charged toner on the cleaning object; and third voltage application means for applying voltage in the reverse polarity to the third cleaning brush member.
