PURPOSE: A reinforcing device for a reinforced concrete column and a method are provided to enable use of high strength bar corresponding to intensified lateral confining pressure of the reinforced concrete column. CONSTITUTION: A reinforcing device for a reinforced concrete column comprises a reinforced bar unit(10) and a reinforcement unit(20). The reinforced bar unit comprises an external or an internal reinforced bar unit, a lower part reinforced bar(13), a main reinforced bar(14), and a separator. The reinforcement unit is a transverse board including a carbon fiber seat and is formed in order to fix a transverse direction by warping the reinforced bar unit.
