<P>PROBLEM TO BE SOLVED: To provide a light-emitting device that controls absorption of light from a light-emitting element by other members and has an excellent light-extraction efficiency, and to provide a method of manufacturing the same. <P>SOLUTION: A method of manufacturing a light-emitting device has three the steps. In a first step, a light-emitting element is mounted on a substrate having a conductor wire and the light-emitting element and the conductor wire are electrically connected. In a second step, a light reflecting resin that reflects a light from the light-emitting element is formed so as to surround the circumference of the light-emitting element.
