PURPOSE: A traffic management system for efficiently constructing a traffic infrastructure in an intersection is provided to improve installation efficiency by removing an excavation work to install a traffic light in the intersection. CONSTITUTION: A smart controller(200) transmits and receives information to and from a central information center(100) and operates a corresponding traffic light. The smart controller controls a plurality of traffic lights to be connected. A traffic light terminal controller(300) wirelessly transmits and receives information to and from the smart controller and operates the corresponding traffic light. An Information transceiver(210) transmits and receives information. A terminal information transceiver(220) transmits and receives information to and from the traffic light terminal controller. A vehicle sensor(230) collects traffic information. A data managing unit(240) stores the collected traffic information.
