PURPOSE: A handover call control method and a device thereof are provided to reduce a blocking rate of a handover call by efficiently progressing use bandwidth prediction for a user of the handover call. CONSTITUTION: An ICIC(Inter-Cell Interference Coordination) resource allocating unit(110) allocates the rest of resources used for ICIC in a cell edge area to a handover call. A wireless resource checking unit(120) checks wireless resources requiring the handover call in the cell edge area. If a terminal requesting the handover call is moved to the center of a cell, a CAC(Call Admission Control) performing unit(130) performs CAC by using the checked wireless resources. The CAC estimates the quantity of a use bandwidth for the handover call and an initial attach call by using central prediction. The CAC reserves resources.
