<P>PROBLEM TO BE SOLVED: To provide a fuel filling device and a fuel filling system capable of preventing discharge generated between a circuit arranged on the fuel tank side and a circuit arranged on the fuel filling device side. <P>SOLUTION: This fuel filling system 1 includes a liquid quantity signal output circuit 40 formed by connecting a first liquid quantity signal output circuit 42 arranged in a liquid quantity measuring device 20 of a fuel tank and a second liquid quantity signal output circuit 51 arranged in the fuel filling device 30, and a supply speed control circuit 52 arranged in the fuel filling device 30 by being connected to a ground.
