PROBLEM TO BE SOLVED: To provide a vibration damping device and the like capable of effectively suppressing vibration in which a lot of specific frequency components are outstandingly included due to vibration from a track.

SOLUTION: This vibration damping device 100 including vibration damping force generation means 121-124 generating vibration damping force for suppressing vibration of a body 10 of a railroad vehicle 1 and capable of sequentially changing the vibration damping force, acceleration detection means 131-134 to detect the acceleration of the body, a vibration damping force control means 110 to sequentially change the vibration damping force of the vibration damping force generation means in response to the acceleration, and a vehicle speed detection means to detect the running speed of the railroad vehicle is structured such that the vibration damping force control means has a control parameter set to obtain a high vibration damping effect to vibration in a predetermined specific frequency band relative to those of the other frequency bands, and the specific frequency band is moved to a high frequency side in accordance with increase of the running speed.
