<P>PROBLEM TO BE SOLVED: To suppress block noise as necessary. <P>SOLUTION: An image processor includes: an encoding amount prediction unit for predicting encoding amounts to be respectively generated in multiple images constituting a moving image; a smoothing processing unit for applying smoothing processing to an image where the encoding amount exceeds a predetermined reference value among the multiple images; and a compression unit for compressing a moving image including the image with the smoothing processing applied thereto.
