The present invention relates to a method and apparatus for encoding and decoding data, and more particularly, to a method and apparatus for encoding and decoding structured data. A method of encoding structured data according to the present invention includes fragmenting the structured data into fragments according to a configuration of the structured data; and encoding the fragments to generate encoded fragments using a string table including strings contained in the structured data.
