<P>PROBLEM TO BE SOLVED: To provide a fixing device and fixing method capable of suppressing occurrence of fixing failure due to heating temperature deficiency while saving energy, an image forming device having the fixing device, and an image forming method using the fixing method. <P>SOLUTION: The fixing device comprises: pressing means which has a first rotor and a second rotor, forms a pressure-contact section by pressure-contacting the first rotor and the second rotor, and presses toner on a recording medium while sandwiching the recording medium with the pressure-contact section; and heating means for heating the first rotor. The fixing device fixes, on to the recording medium, the toner image formed on the recording medium by using the toner at least containing capsules containing inside a resin and a plasticizer which is a solid in a normal temperature and softens the resin.
